Michelle Bowles welcomed attendees to the first official meeting of the interim board and thanked homeowners and volunteers for their participation. She acknowledged Audrey and Bruce for assisting with technology, website access, and related transition work.
The Interim Board affirmed interim officer positions and terms, pending a future election to be conducted in accordance with the Association’s bylaws and covenants at the soonest opportunity:
Mike Rosas seconded the motion to affirm the officer positions. No opposition was voiced during the individual confirmations.
The interim board affirmed the following committee assignments:
The board noted that these are the committees staffed to date; additional committees will be established as volunteers and needs are identified.
The board voted to suspend the paid dog waste pickup contract to reduce expenses, as the service costs approximately $3,800 - $4,000 (approximately 8% of the annual revenue). Volunteers will take over the service following required notice to the provider, maintaining the existing schedule and leaving stations and canisters in place. After discussing costs, volunteer capacity, and alternatives, the board affirmed the decision without opposition. Additional volunteers are welcome.
The board also clarified that voting at board meetings is limited to board directors; homeowners vote at annual meetings, subject to the governing documents.
The treasurer reported the operating account balance for the 2026 fiscal year was approximately $19,581. The board noted that the Association has been deficit spending and that legal fees are currently its largest expense. The interim board is reviewing the finances and is considering additional cost reductions.
A 2027 budget is being prepared and will be communicated to homeowners in accordance with the bylaws. The discussion did not include a full review of all budget line items at this time.
Homeowners asked about covenant violation notices and hearing requests submitted before the board transition. One homeowner reported requesting a hearing in June and again in September. The board agreed to follow up and place the hearing request on the agenda.
Another homeowner asked how to proceed with notices received shortly before the transition. The board stated that it is working through a backlog and will contact homeowners individually to discuss their specific circumstances, rather than address personal details in an open meeting. Homeowners who have not received a response were encouraged to email covenants@gleneaglehoa.org regarding covenant matters or info@gleneaglehoa.org with general questions and comments. The board welcomed homeowner input as it works to improve communication and participation.
A new volunteer, Audrey, is assisting with website updates. The board reported that homeowner email updates are also being distributed. Homeowners who are not receiving Association emails were encouraged to contact info@gleneaglehoa.org to confirm their email address.
The open meeting concluded and the board adjourned to an executive session to discuss ongoing legal proceedings. No details of the executive-session discussion are included in these public minutes.
Respectfully Submitted,
Jeane Turner
Interim GCA Secretary
